We encountered this after upgrading our 2008 SP1 Certificate Server to Windows 2008 R2. Manually reseting TCP/IP using the following command resolved the issue:
netsh int ip reset c:\resetlog.txt
Restart the computer and then reapply the IP, Subnet and Default Gateway.
