Aero Peek was somehow disabled in the registry.
Start, run, type: REGEDIT, browse to HKEY_CURRENT_USER\Software\Microsoft\Windows\DWM and make sure EnableAeroPeek is set to 1, rather than 0.

First, I verified that the feature had been fully enabled by clicking Start, type Aero, choose the "Find and fix problems with transparency and other visual effects" link, and click Next to launch the Aero troubleshooting wizard. It wasn't able to fix my issue, so I found that my graphics card driver was a little old, so I upgraded it and then went through the same process above. Fixed!
