After forcing a reboot, opened the setup log file \$WINDOWS.~BT\Sources\Panther\setupact.log. Didn't have much luck, so I booted and installed from the Windows 7 disc instead of the downloaded installer. This fixed the issue. Must of had some sort of issue with my Vista install.

After forcing a reboot, my PC rolls back to Windows Vista. I open the following setup log file \$WINDOWS.~BT\Sources\Panther\setupact.log to see whats going on.
I see that the Iphlpsvc service has stopped responding. According to Microsoft, I have to add an environment variable to ignore this service. See the following:

for the fix.
