Had to copy libeay32.dll and ssleay32.dll from:
C:\Program Files\VMware\Infrastructure\Virtual Infrastructure Client\2.5
to
C:\Program Files\VMware\Infrastructure\Virtual Infrastructure Client\Launcher.

Had to update user rights in the registry.
HKCR/TypeLib key
Added 'Full Control' rights for 'Administrators' group (check 'Replace permission entries on all child objects') and resolved the problem for Administrator account. Had to do the same for my normal user account.

I had changed my User Rights from Administrator to Normal User on a Windows XP Box. Got error. Had to revert back to Original Settings, i.e. Normal User to Administrator.

Had to uninstall and reinstall the VIC software. Afterward, it was fine.
