We encountered this Directory Service event on a Domain Controller when one of its replication partner Domain Controllers was hung during a reboot.  The errors were repeatedly logged until the hung DC was successfully brought back online.

This error was accommpanied by Warning Events 1566 and 1865 These warnings contained the Site Name of the site that had the Domain Controller that was hung during reboot.
